Angela Carter

Angela Carter is a seasoned Human Resources professional currently serving as a Senior Human Resources Business Partner at Omaha Public Power District since August 2013. In this strategic role, Angela provides comprehensive HR support to assigned business units, focusing on executing people initiatives and enhancing HR processes. Previously, Angela worked as an Adjunct Professor at Bellevue University, facilitating an accelerated undergraduate program in Human Resources Management from February 2006 to April 2015. Prior experience includes serving as the Manager of HR Business Unit Operations at Blue Cross and Blue Shield of Nebraska, where responsibilities included consulting and advising on employee relations, recruitment, and staff development from April 2006 to August 2013. Angela holds a Master of Science in Adult Education, Training and Development from Drake University and a Bachelor of Science in Human Resources Management from Bellevue University.
