Sharon McLaughlin, CHRP, PCP, CCMP, serves as the Director of Payroll, Pensions and Benefits at the City of Ottawa, overseeing the delivery of a $1.8 billion annual employee lifecycle and payroll services for over 18,000 employees since March 2018. Previously, Sharon held various program management roles within the City of Ottawa, including managing talent acquisition and HR client relations, where significant improvements were made in recruitment stability and HR service delivery. Key achievements include establishing an Employee Services Branch to enhance service delivery and the HR Shared Services Model that transformed the HR function through a centralized contact center, resulting in high case resolution rates and increased employee satisfaction. Sharon played a crucial role in implementing the SAP Human Resources Information System during the City’s amalgamation, re-engineering business processes to effectively support human resources operations.
