Carolina Rojas-Hayes has 20 years of experience in the public sector and international financial institutions, including in the mining and energy sectors, investment promotion and international development. As an energy and extractives consultant, Rojas-Hayes provides strategic advice on policy, governance and stakeholder engagement for institutions and companies in the energy and extractives industries. Prior to consulting, she was the Deputy Minister of Mines in Colombia. She has also worked for the Colombian Ministry of Finance and Public Credit, Development Bank of Latin America, Inter-American Development Bank and World Bank, among other institutions. She is based in Bogota, Colombia.

In South Africa, Pact has led far-reaching, historic efforts to stem the spread of HIV and AIDS and provide critical services to those living with the disease. We have strengthened the capacity of more than 100 local organizations that have helped carry out a multi-pronged prevention-and-treatment campaign. With funding from the U.S. President's Emergency Plan for AIDS Relief, or PEPFAR, Pact facilitated the efficient flow of funds to partners, dramatically increasing the scope, scale and quality of services they offer across South Africa, with many of our partners "graduating" to direct funding from the U.S. government. Currently, Pact is helping to build the capacity of South Africa's Department of Social Development to better support orphans and vulnerable children, including those affected by abuse, neglect or exploitation. Specifically, the project is strengthening the department's response to tuberculosis, HIV and other diseases among vulnerable children. With support from USAID, Pact is also working to promote and protect human rights among vulnerable populations across the Southern African Development Community region.
