Jeffrey Smith

Senior Fellow In Harm Reduction at R Street Institute

Jeffrey Smith is a seasoned professional in the fields of psychology and neuroscience, currently serving as a Senior Fellow in Harm Reduction at R Street Institute since April 2023. Prior to this role, Jeffrey held positions as Principal Neuroscientist at British American Tobacco from September 2020 to April 2023 and as Master Scientist for Scientific & Regulatory Affairs at Reynolds American, Inc. from January 2017 to September 2020. Additionally, Jeffrey was The Malcolm and Lois Field Endowed Chair in Health Sciences at Saginaw Valley State University between July 2010 and December 2016. Earlier career roles included consultancy at Informed Decisions Group, Inc. and academic positions at University of Portland and Mount Union College. Jeffrey holds a Ph.D. in Behavioral Neuroscience from Emory University, along with a Master of Science in Psychology and a Bachelor of Science in Psychology from Georgia College & State University.

R Street Institute

The R Street Institute is a non-profit, non-partisan, public policy research organization (“think tank”). Our mission is to engage in policy research and outreach to promote free markets and limited, effective government. In addition to our D.C. headquarters, we have offices in Florida, Texas, California, Alabama and Ohio. We work extensively on both state and national policy, focusing on issues that other groups tend to neglect. Our specialty is in tackling issues that are complex, but don’t necessarily grab major headlines. These are the areas where we think we can have a real impact. We believe free markets work better than the alternatives. At the same time, we recognize the legislative process calls out for practical responses to current problems.
