Heigo Saare is a seasoned railway professional with extensive experience in system operations, safety, and transport. Currently serving as the Head of System Operations and Safety at Rail Baltic Estonia since December 2020, Saare has also held various key positions within the organization, including Head of System Assurance and Operations and Project Manager. Prior to this role, Saare was the Head of the Transport Department at Tarbijakaitse ja Tehnilise Järelevalve Amet from January 2019 to December 2020 and served as a Member of the Management Board at the European Union Agency for Railways from November 2017 to December 2020. Additionally, Saare worked at the Estonian Technical Regulatory Authority (NSA EE) from October 2011 to December 2018, where responsibilities included Deputy Director General and Head of Transport Division. Saare holds a Master's degree in Digital Transformation in Business and another Master’s degree in Transportation/Mobility Management from TalTech – Tallinn University of Technology, complemented by a Bachelor of Applied Science in Railroad and Railway Transportation from Tallinn University of Applied Sciences.

Rail Baltic Estonia is Estonian holding company, the national implementing body and the main developer of Rail Baltica* project in Estonia.
