H. Russell Frisby Jr. has provided regulatory and corporate counsel to companies across the energy, communications, and technology spheres for more than 20 years. He has experience representing clients before the Supreme Court, the executive branch, Congress, and other major public entities.
Frisby is a leading expert on the complex regulatory and corporate issues that arise as energy and telecommunications industries change and grow. He has provided counsel on issues including offshore wind project approvals, smart grid deployment, electric industry restructuring, and ridesharing expansion.
Before joining Stinson, Frisby was chairman of the Maryland Public Service Commission and served as CEO of the Competitive Telecommunications Association, an organization dedicated to supporting network competition. In the 1990s, his focus on civil rights issues led him to represent the Minority Business Enterprise Legal Defense and Education Fund, as well as the Congressional Black Caucus, before the US Supreme Court.
