Lionel Ngendakuriyo is currently the Chief Technology and Information Officer at the Rwanda Social Security Board (RSSB) since September 2020, focusing on digital transformation projects related to social security schemes, including pensions and medical insurance. Previously, Lionel served as a Senior Application Developer at Bank of Kigali Limited from July 2017 to September 2020, where notable accomplishments included the development of the Smart Nkunganire System. Before that, a brief tenure at Data Systems Limited involved the rapid reconstruction of an eLearning platform, and experience as an Infrastructure Consultant at Archos Technology, Inc. entailed designing secure networks for financial institutions. Lionel's expertise also includes work related to security measures for cloud-hosted information systems during a position at innoveos. Academic qualifications include a Master's degree in Codes, Cryptography and Information Security from Mohammed V University and a Bachelor's degree in Software Engineering from Université Moulay Ismail Meknès.

Rwanda Social Security Board (RSSB) was established by the Law N° 009/2021 of 16/02/2021 that determines its mission and vision. The mandate of RSSB is to administer social security in the country. RSSB has a legal personality, administrative and financial autonomy and is supervised by the Ministry of Finance and Economic Planning (MINECOFIN). RSSB manages 6 schemes namely: Pension, Occupational Hazard, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long Term Saving Scheme) . Vision "RSSB envisions a comprehensive social security system that addresses all social security needs of all Rwandans." Mission "Provide high quality social security services, ensure efficient collection of contribution, benefits provision, management and prudent investment of members’ funds'."
