David Cheishvili serves as the Acting Head of the Air Navigation Services (ANS) Department at the Georgian Civil Aviation Agency since May 2011, focusing on certifying Air Navigation Service Providers (ANSPs) by assessing services and ensuring robust safety and quality management systems. With extensive experience as an inspector for Air Traffic Controller Training Organisations and expertise in developing state safety programmes, David leads multiple initiatives aimed at enhancing aviation safety and efficiency. Additionally, as a Team Leader with the International Civil Aviation Organization (ICAO), David plays a crucial role in shaping regional aviation safety strategies. David's technical acumen is complemented by a strong educational background, holding a Bachelor's degree in Engineering from the Riga Aeronautical Institute and a Bachelor's degree in Education from N. Muskhelishvili Kutaisi State Technical University.

Who we are? Management of air traffic within the Georgian airspace is conducted by Ltd. "SAKAERONAVIGATSIA", whose main objective is to monitor and provide aviation services and flight safety in takeoff and landing zones of international airports of Tbilisi, Kutaisi, Batumi and Mestia. What we do? • Management of air traffic movement; • Provision of radio-wave, lightning and other communication systems; • Meteorological service; • Aeronautical information services. Our mission: SAKAERONAVIGATSIA sets itself a mission to provide safe flying conditions in Georgian airspace in terms of constant and dynamic development of global air traffic. Our goal is to set safety management systems in accordance with the international standards of aviation and to reduce risk factors of air traffic accidents through the process of organizing air traffic movement.
