Samuel Russell CPFA serves as the Strategic Head of Finance for People (Children’s and Adults) at Salford City Council since May 2025. Prior experience includes a tenure at Manchester City Council from September 2015 to May 2025, where Samuel held various roles including Group Finance Lead for Children’s Social Care and Public Health, and was recognized as the Public Finance Future Leader of the Year at the Public Finance Awards in November 2023. Additional roles include Principal Finance Manager and Senior Finance Manager focused on Children’s Services and High Needs Funding, respectively. Samuel began the career as a Graduate Accountant at Costa Coffee while also working as a Barista. Academic qualifications include a BSc in Mathematics from The Manchester Metropolitan University and completion of CIPFA between 2016 and 2019, alongside A Levels from Urmston Grammar School.
