Joe Speaks

Joe Speaks is a seasoned transportation professional with extensive experience in project management, policy development, and transportation consulting. Currently serving as a Project Manager for Transit Operations Light Rail Procurement at the San Francisco Municipal Transportation Agency since January 2021, Joe supports the billion-dollar replacement of San Francisco's light rail fleet. Prior roles include Senior Transportation Consultant at Jacobs and CH2M, where Joe contributed to large infrastructure programs and major rail vehicle procurements. Joe's career began with legislative work at the San Francisco Board of Supervisors, and spans leadership roles in various transportation-focused organizations, ultimately shaping transportation policies and technologies in the Bay Area. Joe holds a Master's degree in Public Administration from California State University-Dominguez Hills and a Bachelor's degree in Communications from Michigan State University.
