Steve O'Rawe, PhD, FHEA, is an experienced professional in the fields of social justice and wellbeing, currently serving as the Theme Lead on Social Justice and Wellbeing for the Scottish Prison Service since September 2019. In this role, Steve focuses on enhancing staff competencies related to substance use, mental health, employability, and the prisoner voice. Since 2003, Steve has also been a lecturer at the University of the West of Scotland. Previous roles include serving as an expert witness and director at SubStance – drug and alcohol consultants from 2007 to September 2019. Steve's educational background includes multiple qualifications from the University of the West of Scotland and a degree from the University of Glasgow.

The Scottish Prison Service (SPS) is an Executive Agency of the Scottish Government and was first established in April 1993. Our Framework Document sets out the policy and resources framework set by Scottish Ministers within which the SPS operates. As an Executive Agency, the SPS is funded by the Scottish Government.
