Selective Service System
Gary Highley serves as the Chief Executive Officer of Canadian Valley Electric Cooperative and CVEC Fiber, LLC, positions held since 2020. Highley is also the Oklahoma State Director for the Selective Service System, a role appointed by the President of the United States after being nominated by the Governor of Oklahoma. Previously, Highley was the Chief Operations Officer for McKenzie Electric Cooperative, Inc., and held managerial roles at ABB, Fanuc CNC America, and GE. A retired Major from the US Army Corps of Engineers, Highley has 14 years of experience as an engineering officer and received the Bronze Star medal for service during a combat deployment to Iraq in 2004. Highley holds an MBA in Management of Technology from Auburn University and a Bachelor of Science in Mechanical Engineering from the University of Arkansas.

Selective Service System

The Selective Service System is charged with providing the Department of Defense trained and untrained personnel in the event of a national emergency. Almost all male citizens and immigrants between the agees of 18-25 must register with the Selective Service. The Selective Service also provides alternative service options for concientious objectors.
