Jonathan Oakey has a diverse work experience spanning over two major positions. Jonathan started their career in 1999 as a Surface Warfare Officer (Lieutenant) in the U.S. Navy, serving in that role until December 2005. In December 2005, they joined the Systems Planning and Analysis team at DoD, where they initially served as a Program Manager in the Damage Assessment Management Office. Later, they transitioned into the role of Senior Operations Analyst, which they held until 2016.
Jonathan Oakey obtained their Bachelor of Science degree in Foreign Service with a field of study in International Security from Georgetown University in 1999. Jonathan then pursued an MBA from the Georgetown University McDonough School of Business from 2008 to 2011. Prior to their university education, Jonathan attended Fenwick High School.

SPA was founded in 1972 with three employees working primarily with the U.S. Navy, leading major technical support programs for the Strategic Systems Programs (SSP).
