Dave Carter

Dave Carter, P.E., PTOE, serves as the Principal and Traffic Engineering Manager at Stantec since September 2018. Previously, as the Assistant Director of Development Services - Traffic and Transportation for the City of Richardson, Texas, from October 2006 to September 2018, Dave managed the Traffic and Transportation Division, overseeing a staff of 26 and an annual budget of around $5 million, along with significant project funding. Dave has held leadership positions in several professional organizations, including serving as President of the Intelligent Transportation Society of America's Texas chapter and the Texas District of the Institute of Transportation Engineers. Prior experience includes a role as Vice President and Texas Operations Manager at Parsons Transportation Group, leading various roadway and highway projects. Educational qualifications include a Master of Engineering and a Bachelor of Science in Civil Engineering from Texas A&M University, as well as an Executive Certificate in Local Government Management from the University of Texas at Dallas.
