David Holmes

David Holmes currently serves as the Senior Director of Engineering for the Maryland Digital Service, a position held since February 2024. Prior to this role, David held various engineering leadership positions at Rebellion Defense, including Director of Engineering for ISR and Engineering Manager. David also contributed as a Tech Advisor for the SSA Agency Review Team during the Biden-Harris Transition Team. Previous experience includes serving as Director of Engineering and Digital Service Expert at the United States Digital Service, as well as leadership positions at Wooter Apparel, Lumary, Rising Results, and BlueLink Marketing. David's educational background includes studies at the City University of New York-College of Staten Island.
