Jacob Walbourn

Jacob Walbourn is a seasoned attorney currently serving as General Counsel for The Council of State Governments since July 2025. Prior to this role, Jacob served as General Counsel and Executive Director for the Commonwealth of Kentucky's Public Protection Cabinet from February 2020 to July 2025, providing legal counsel across ten divisions under Governor Andy Beshear's administration. Jacob's extensive legal career includes positions as Executive Advisor/Chief of Staff to the Secretary of the Justice and Public Safety Cabinet, Deputy General Counsel for the Commonwealth of Kentucky's Public Protection Cabinet, Land Use Attorney at McBrayer PLLC, Assistant Attorney General in the Office of Civil and Environmental Law, Attorney for Lexington-Fayette Urban County Government, and Special Attorney administering a federal grant program for the Office of the Attorney General. Jacob holds a Doctor of Law (J.D.) from the University of Tennessee at Knoxville and a Bachelor of Business Administration (B.B.A.) from the University of Kentucky.
