Jesse Kelley is an accomplished professional in criminal justice policy and advocacy with extensive experience in various leadership roles. Currently serving as the Program Director for Reentry2030 at The Council of State Governments since June 2024, Kelley previously held positions as a Senior Policy Strategist and Campaign Strategist at The Clean Slate Initiative, where impactful policy analyses and state-level campaign management were conducted. Prior experience includes managing government affairs at R Street Institute, advocating for marijuana policy at the Marijuana Policy Project, and providing legal representation in criminal defense and family law as an attorney. Kelley holds a Juris Doctor from the University of Mississippi, with additional studies at Downing College, Cambridge, and a Bachelor of Science from Troy University.
