The Council of State Governments
John Maddy is an accomplished finance professional with extensive experience in financial management, grants administration, and policy analysis. Currently serving as Finance Manager at the Council of State Governments since February 2021, John oversees a portfolio of over $40 million in grants annually and leads initiatives in compliance and financial reporting. Previous roles include Senior Finance Analyst II at the University of Kentucky, where John supervised accounts receivable and compliance staff, and Program Planning & Administration Branch Manager at the Kentucky Department for Environmental Protection, managing significant operating budgets and staff operations. A Master of Public Administration graduate from Eastern Kentucky University, John also holds a Graduate Certificate in Public Financial Management and is pursuing post-baccalaureate coursework in accounting.
