David Vance Wagner has a diverse work experience in the fields of climate change, environmental policy, and clean transportation. David Vance has held various leadership roles in different organizations and has extensive experience working with the Chinese government. Wagner has been a Vice President and Director of Strategic Partnerships at the Energy Foundation, where they were responsible for fundraising and development, increasing annual revenue significantly. In their role at the U.S. Department of State, they served as the Principal China Advisor to key climate change negotiators. Wagner was also involved in improving urban air quality in China as the China Program Co-Lead and Senior Researcher at the International Council on Clean Transportation. Additionally, they served as an International Policy Adviser at the Vehicle Emission Control Center, Ministry of Environmental Protection of China, and advised Chinese policymakers and researchers on international vehicle emission policy. Prior to that, Wagner worked as a Program Manager and Auto Energy Analyst at the Innovation Center for Energy and Transportation. David Vance has also been the Interim Director of the Climate Change Program at Transportation Alternatives. Earlier in their career, they worked as a Development Engineer at Fidelica Microsystems, where they contributed to the development and optimization of a thin-film fingerprint sensor.
David Vance Wagner received a Bachelor of Science (BS) degree in Mechanical Engineering from Stanford University, where they studied from 1997 to 2001. Additionally, they pursued further education at Tsinghua University, specializing in Environmental Science and Engineering, earning an International Master's degree. However, the specific duration of their time at Tsinghua University is unknown.

For nearly 25 years we have supported grantees to help educate business and community leaders, policymakers, and the general public about the health and economic benefits of a clean energy economy. Grantees include policy leaders, business, health, labor, environmental, faith, and consumer groups, as well as military organizations, think tanks, and universities. A thriving clean energy industry will strengthen national security, offer workers good jobs in viable industries, and keep our air and water clean and healthy—for today’s children and future generations. The foundation’s headquarters are in San Francisco, CA, with satellite locations in Raleigh, NC, and Chicago, IL. Energy Foundation China offices are located in Beijing, China.
