William Daily is an experienced professional with a diverse background in both sports officiating and healthcare services. Since 2003, William has served as the Assistant Deputy Regional Umpire in Charge for the Amateur Softball Association (ASA), focusing on adult slow-pitch softball as an official, trainer, mentor, and rule interpreter. Concurrently, since May 2015, William has held the position of Senior Pharmacy Benefits Service Analyst at TRICARE, where responsibilities include researching regulations and preparing written responses to pharmacy-related inquiries for military beneficiaries and advocacy groups. Previous roles include Health System Specialist at TRICARE Regional Office-North, Chief Patient Advocacy Officer at DeWitt Health Care Network, and Team Manager at the American Red Cross. William holds a Bachelor of Arts in Organizational Management from Ashford University, completed in 2009, and graduated from Nottoway Sr. High.

The DHA is a joint, integrated Combat Support Agency that enables the Army, Navy, and Air Force medical services to provide a medically ready force and ready medical force to Combatant Commands in both peacetime and wartime. The DHA supports the delivery of integrated, affordable, and high quality health services to 9.5 million Military Health System beneficiaries and is responsible for driving greater integration of clinical and business processes across the MHS. The DHA oversees the delivery of health care services like the TRICARE Health Plan, pharmacy, public health, and health information technology. DHA carries out these operations using a global health care network of military and civilian medical professionals and more than 400 military hospitals and clinics. This network strengthens the delivery of health care to MHS beneficiaries by merging proven clinical and business practices and emphasizing the experience of the patient. Exciting changes are taking place as we are in the process of reorganizing how we manage the military’s medical centers, hospitals and clinics around the world, shifting administration and management responsibility for these facilities from the Army, Navy and Air Force to the Defense Health Agency. A single integrated system will support improvements to the readiness of our operational and medical forces to meet our missions around the world, while providing outstanding care to all of those who depend on us, on the battlefield and at home.
