Dr Victoria Loughlan

Dr. Victoria Loughlan currently serves as the Head of Climate Change Policy at the UK Infrastructure Bank, a position held since June 2023. Prior to this, Dr. Loughlan has had a significant tenure at The Scottish Government, starting as a Research Officer in the Strategy Unit in January 2014 and advancing through various leadership roles, including Head of Strategy, Insights and Constitution, Head of Green Finance Strategy and Coordination, and Strategic Policy Advisor in the First Minister's Policy and Delivery Unit. Dr. Loughlan's academic credentials include a Doctor of Philosophy (Ph.D.) in International Relations from The University of Edinburgh, a Master’s Degree in Peace Studies and Conflict Resolution from the University of St Andrews, and a Master of Arts in International Relations from the University of Aberdeen.
