David Allnutt

Advisor, Northwest at The Trust for Public Land

David Allnutt is the founder and principal of Zeno Environmental LLC, a strategic consulting firm. Between 1996 and 2020, David worked for the U.S. Environmental Protection Agency in numerous capacities. A lawyer by training, David worked as a staff attorney and supervisor in EPA’s regional office in Seattle before joining the federal government’s Senior Executive Service in 2013. Between 2013 and 2020 he directed several EPA divisions, including those responsible for administering Region 10’s wetlands, environmental review, oceans, tribal, environmental justice, science, and environmental cleanup programs. He served two stints as Region 10’s acting Regional Counsel and was an interim director of EPA’s Alaska Operations Office in Anchorage. Prior to joining EPA, David worked as a prosecuting attorney for King County, Washington and spent two years in Washington, D.C. as a legislative assistant to Rep. Doug Walgren (D-PA).

David earned a B.A. with honors in history from Colgate University and a J.D. from the University of Washington.
