Mark Freeman, PE, PTOE, AICP, currently serves as the Director of Traffic Engineering and Systems Planning at Three Oaks Engineering, a position held since June 2017. Prior to this role, Mark was the Transportation Planning Manager at Hatch Mott MacDonald from July 2006 to June 2017. Earlier in Mark's career, experience included serving as a Traffic Engineer at Stantec from January 2000 to July 2006 and as a Transportation Engineer with NCDOT from May 1994 to December 1999. Mark holds a Bachelor of Science degree in Civil Engineering from Clemson University, earned between 1989 and 1994.

We offer a broad range of services, including National Environmental Policy Act (NEPA) documentation, transit planning, multimodal transportation planning, traffic engineering, roadway design, multimodal design, hydraulic design, community impact assessment, indirect and cumulative impacts analysis, threatened and endangered species surveys, wetland and stream delineations, and environmental permitting. Additionally, we have developed significant public engagement campaigns and offer in-house Spanish translation services.
