David Mullen is a seasoned professional in project management and GIS consulting with extensive experience in the utility and construction industries. Currently serving as a Senior Project Manager for Transmission at Tri-State Generation and Transmission Association, Inc., David manages transmission and substation projects from design through construction. Previously, David owned and operated Mullen Geo-Systems, a GIS consulting firm, providing a comprehensive range of GIS services.
