GIS Manager at Unitywater

Phil Duggan is an experienced manager in the field of Geographic Information Systems (GIS) and spatial data management, currently serving as the Manager of Management Solutions at the Department of Natural Resources and Mines (Queensland) since December 2014. In this role, Phil oversees systems teams focused on cadastral systems, spatial information resources, land and resource information systems, and high-performance computing. At Unitywater, Phil has influenced the strategic direction of GIS as the GIS Manager since July 2010, managing a team responsible for various spatial services in the water utility industry. Phil's career includes a position as Special Projects Manager at Sunshine Coast Regional Council, where project management responsibilities included consolidating asset management systems, as well as a notable tenure as GIS Manager at Caloundra City Council. Phil began the professional journey as a GIS Practitioner with various Queensland State Government Departments, focusing on early GIS applications and corporate spatial databases. Phil holds an Associate's degree in Civil Engineering and has pursued further education from 1988 to 2013.

Every day Unitywater operates and maintains more than $3.4 billion of essential infrastructure, delivers quality drinking water and treats 60 Olympic-sized swimming pools worth of sewage for over 17% of Queensland’s population, spread across 5223 square km.
