David Lambert has extensive experience in arts administration, serving as the Executive Secretary for Phi Beta Mu and the University Interscholastic League since 2003. Prior to these roles, David retired as the Director of Fine Arts from Fort Bend Independent School District in 2004 after a tenure that began in January 1974. David holds a Master of Arts in Music Theory and Composition from Stephen F. Austin State University, where studies were undertaken from 1967 to 1974, and currently contributes to the UIL as the Executive Secretary for Music Region 17.

University Interscholastic League
The UIL has grown into the largest interschool organization of its kind in the world. The voluntary membership organization exists to provide educational extracurricular academic, athletic and music contests. For more than a century the UIL has helped mold the leaders of tomorrow, and it will continue to do so for the next 100 years.
