Otis Niel Osbourne is a highly experienced educator and administrator with a robust background in information technology and public administration. Currently serving as Head of Department and Lecturer in the Department of Information Technology at the University of the Commonwealth Caribbean (UCC) since January 2018, Osbourne has also held roles such as Acting Dean and Acting Head of Department. Prior experience includes over 26 years at Garvey Maceo High School, where roles included Senior Teacher and Administrative Assistant. Academic qualifications include an MSc in Computer Science with Cyber Security from the University of York, a Commonwealth Executive Master of Public Administration from UCC, and various degrees in education and information technology from institutions such as The Mico University College and the University College of the Caribbean.

The University of the Commonwealth Caribbean (UCC) is Jamaica’s largest, fastest-growing, non-affiliated private institution of higher education, and is now one of five higher education entities with the accolade of institutional accreditation from the University Council of Jamaica. UCC is also institutionally accredited internationally by the UK-based Accreditation Service for Independent Colleges and Universities. UCC is headquartered in Kingston, Jamaica, with five physical campuses and UCC Online. UCC was formed in 2004, as a result of a merger in 2002 of the Institute of Management Sciences, which was incorporated in 1992, and the Institute of Management and Production, which was incorporated in 1976.
