Stephen Otter

Stephen Otter currently serves as a Senior Project Manager at UNOPS, leading the delivery of the FCDO’s Security and Justice Project. With a diverse background in consultancy and advisory roles, Stephen has held positions such as Partnerships Advisor and Director at Robus Solutions, and has contributed to governance as the Chair of the Board of Directors at South Western Ambulance Service NHS Foundation Trust and the Chair of the Board of Directors at Pluss. Additionally, Stephen has served as a Non-Executive Director at Seetec, while also fulfilling roles as a Technical Consultant for Interpeace and a Senior Rule of Law Advisor at The Asia Foundation. Previous leadership experience includes serving as Her Majesty's Inspector of Constabulary and Chief Constable of Devon and Cornwall Police. Stephen holds a Master of Science in Criminal Justice Policy from The London School of Economics and a Post Graduate Diploma in Applied Criminology from the University of Cambridge.
