Cara Bilodeau is a Director of State Policy for Upstream USA. She’s been a public affairs leader for nearly two decades and her strengths are in building alliances and coalitions, community organizing, leadership development and campaign management. Cara’s depth of knowledge is in voting rights, women’s health, economic security, civil rights and education. She is also passionate about racial and gender equity and dismantling systematic oppression. Most recently, Cara was the Associate Director for Win|Win Network where she worked in coalition to successfully advocate to pass Washington’s largest voting rights reform package.

Upstream USA works to expand opportunity by reducing unplanned pregnancy across the U.S. They work in partnership with health centers to strengthen reproductive care and autonomy by increasing equitable access to the full range of contraceptive options. Founded in 2014, Upstream is on track to achieve nationwide impact at scale. Their goal through 2024 is to partner with health centers that serve over 1 million women across four states. This ambitious plan for growth has received generous support from philanthropic individuals and foundations, including a $60 million lead investment by Blue Meridian Partners. Their unique approach has been featured in The New York Times, Washington Post, the Atlantic, CNN, Vox, and Marie Claire.
