Elissa Torres Soto serves as an Attorney-Advisor at the U.S. Environmental Protection Agency (EPA) within the Cross-Cutting Issues Law Office of the Office of General Counsel since January 2024. Prior to this role, Elissa was a Staff Attorney at the Environmental Law Institute and a Legal Policy Fellow with Maryland Sea Grant, focusing on legal research related to aquaculture and environmental compliance. Elissa also gained experience as a legal intern at AIDA, assisting in research on environmental and human rights issues, and previously worked as a law clerk with the EPA and the Puerto Rico Department of Justice. Elissa holds a Master of Laws from Georgetown University Law Center, a Juris Doctor from Pontificia Universidad Católica de Puerto Rico, and a Bachelor's degree in Political Science and Law from the Pontifical Catholic University of Puerto Rico Ponce.
