James E. Thomas, PE is the Alabama Traffic Engineering and Transportation Planning Manager at Volkert, Inc. since June 2022, focusing on practice development and growth through exceptional work. With extensive experience in transportation management, project management, and staff mentoring, James has led various initiatives including traffic impact studies, traffic simulation analysis, and roadway master planning. Prior to Volkert, James served as the Traffic Engineering & Transportation Planning Practice Lead and Project Manager at Barge Design Solutions, Inc. and held positions at Atkins and PBS&J International Inc. James holds a BS in Civil Engineering from the University of Alabama at Birmingham and has accumulated significant expertise in geographic information systems and long-range transportation planning throughout a diverse career.
