Rochelle Whitaker

Rochelle Whitaker, MHRM, PHR, serves as the Public Health Workforce Director at Wake County since July 2016, focusing on enhancing the organizational culture and well-being of the Health and Human Services Department through strategic initiatives. Prior roles at Wake County include Senior Human Resources Trainer, Human Resources Trainer, and Project Manager, contributing to the development and support of agency-wide standards and training programs for nearly 4,000 employees. Previous experience includes HR Assistant and Human Resources Staffing Specialist at NC State University, where administrative support and staffing operations were managed in a high-volume environment. Rochelle began a career in human resources at Walgreens, serving as Field Human Resources District Operations Trainer from 2005 to 2015, leading HR initiatives that aligned with corporate strategies. Academic qualifications include a Master’s Degree in Human Resources Management from Strayer University and a Bachelor’s Degree in Business Administration from Florida Agricultural and Mechanical University.
