Mikail Rafiyev has extensive experience in risk management and treasury operations, currently serving as a Risk Management Specialist at Azercell Telecom LLC since April 2006, where responsibilities include leading risk assessments and evaluating risk handling strategies. Previously, Mikail held the position of Treasury Chief Specialist at Azercell, managing timely company payments, overseeing bank operations, and leading various project initiatives. Prior to joining Azercell, Mikail was a Consultant/Researcher at Booz Allen Hamilton, collaborating with U.S. consultants and government officials, and also worked as a Part Time Interpreter for ACDI/VOCA under the USAID Farmer-to-Farmer program. Additionally, Mikail volunteered with Anglo-American Business Services and ATTAS PR, focusing on translation and administrative tasks. Mikail holds a degree in Culturology from Azerbaijan State University of Culture and Fine Arts.

“Azercell Telecom” LLC was established on January 19, 1996. Founders were Turkcell İletişim Hizmetleri A. S. and Ministry of Communications of Azerbaijan Republic. “Azercell Telecom” started its activities on December 15, 1996 offering subscribers mobile telecommunications services based on postpaid system. In 1998 prepaid system was launched with tariff package — SimSim that was very successful. As being the leader of the market and very dynamic company it’s known as the trend setter in mobile telecommunications market in Azerbaijan applying new technologies and offering various tariff packages, products and services that are beyond the customer needs. In 2000, Azercell established its quality management system and on December 7, 2000, the company received the Certificate of Compliance with International ISO 9001 Standards. In 2003, our company updated its quality system according to the 2000 version of this Standard and on January 15, 2004, Azercell received the Certificate of Compliance with ISO 9001:2000 Standard. Azercell Telecom was awarded the Investors In People (IIP) Standard Certificate in 2006. Azercell Telecom met all 12 indicators and recognized as IIP working company which operate in more than 36,000 companies worldwide. In December 2014 Azercell was re-certified against more demading and challenging IIP standards' requirements.
