Carlos Evans

Carlos Evans is an experienced legal professional currently serving as Associate General Counsel at Celanese since January 2025 and as an Adjunct Professor at Tulane University since August 2021, teaching graduate-level courses on environmental management and policy development. Previously, Carlos held the position of Director for the City of Dallas from January 2022 to January 2025, managing a $17M budget and overseeing a team of over 100 employees. Carlos's extensive background with the U.S. Environmental Protection Agency from August 2003 to January 2022 includes roles such as Assistant Regional Counsel and Attorney Advisor, addressing significant environmental law issues and litigation under various acts, including the Clean Air Act and the Comprehensive Environmental Response, Compensation, and Liability Act. Carlos holds a J.D. from Howard University School of Law and a Bachelor of Arts degree from the University of Michigan.
