Millard has an extensive background in policing, having held various positions including Police Commander, Sergeant, Corporal, and Officer with the Morro Bay Police Department from 2000 to 2016. Academically, Millard holds a Master of Public Administration from Cal State University Dominguez Hills and a Bachelor's degree in Film/Cinema/Video Studies from UC Santa Barbara, along with completion of the CA POST Command College.
