Summary: 

The Quality Control Manager plays a pivotal role in ensuring regulatory compliance and the integrity of quality control processes across all Clearway Construction projects. This role is responsible for developing, implementing, and managing the Quality Management System (QMS) in alignment with ISO 9001 standards, industry regulations, and client specifications. The successful candidate will provide expert guidance to construction and operations teams, drive continuous improvement, and uphold the highest quality standards across all projects.

Location: Clearway's Head Office – Maple, ON. This role will require frequent visits to Job Sites located across the Greater Toronto Area.

Hours of Operations: 7:00 am to 5:30 pm (EST)

Essential Duties & Responsibilities:

Quality Management System Implementation*:*

  • Develop, implement, and maintain the Quality Management System, including Quality Control and Quality Assurance procedures, per ISO 9001 standards.
  • Ensure site work adheres to contractual and regulatory requirements, including drawings, technical specifications, approved methodologies, and standard operating procedures.

Quality Control & Compliance:

  • Conduct internal quality audits and coordinate external audits in line with the Quality Assurance and Control Plan.
  • Identify and document non-conformances, implement corrective actions, and monitor resolutions.
  • Provide clear quality instructions, recommendations, and guidance to project teams as required.
  • Review quality checklists, reports, and site photos to verify compliance with project-specific requirements.

Monitoring & Reporting:

  • Analyze and track quality performance metrics, preparing reports for the Health and Safety Director and Senior Management.
  • Ensure all quality-related project documentation is accurate, up-to-date, and properly maintained.

Training & Leadership:

  • Organize and facilitate quality training sessions for employees, leveraging internal and third-party resources.
  • Hire, train, mentor, and manage direct reports (e.g., Quality Control Coordinators).
  • Promote a culture of continuous improvement, quality awareness, and best practices within the organization.

Industry Standards & Best Practices:

  • Stay informed on industry trends, regulatory changes, and evolving best practices in construction quality control.
  • Collaborate with internal and external stakeholders to enhance quality processes and methodologies.
  • Complete additional assignments as directed by the Health and Safety Director and/or Senior Management.

Requirements:

  • ISO 9001:2015 Lead Auditor certification from an accredited body is required
  • Experience as a Quality Control Manager in heavy civil construction and/or transit projects (5+ years is preferred)
  • Civil Engineering background preferred.
  • Strong interpersonal and leadership abilities to effectively collaborate with teams and stakeholders.
  • Proficiency in Microsoft Word, Excel, Adobe Acrobat, Bluebeam Revu
  • Strong documentation, reporting, and analytical skills.
  • Ability to multi-task, prioritize work, and manage time effectively under strict deadlines.
  • Proficiency in QMS Software (e.g., Intelex, MasterControl, or AssurX) and Project Management and scheduling software (e.g. Primavera P6, Microsoft Project, Procore) is preferred
  • Detail-oriented, critical thinker with strong problem-solving skills.
  • Excellent verbal and written communication skills in English
  • Strong commitment to timing and quality standards
  • Valid Ontario Drivers License
  • Must be legally eligible to work in Canada – no work permit sponsorship is available for this position
