Paul Stares serves as the General John W. Vessey Senior Fellow and Director of the Center for Preventive Action at the Council on Foreign Relations since November 2007. Prior to this role, Stares held the position of Vice President and Director of the Center for Conflict Analysis and Prevention at the United States Institute of Peace (February 2002 - November 2007). Additionally, Stares was the Associate Director and Senior Research Scholar at the Stanford Center for International Security and Cooperation (CISAC) from February 2000 to February 2002, and Director of Studies at the Japan Center for International Exchange (JCIE) between January 1996 and February 2000. Stares also contributed as a Senior Fellow and Research Associate at The Brookings Institution from January 1984 to February 1996.
