Breandan is a Principal of GDS within the Rates & Regulatory division and has more than 12 years of experience in the utility industry, both domestically and internationally. At GDS, he performs a wide variety of financial consulting services for cooperatives, municipalities and law firms with a focus on the cost of capital, wholesale transmission and production cost-of-service rates and ancillary service charges. Breandan has been an expert witness and provided testimony in many regulatory proceedings before the Federal Energy Regulatory Commission (“FERC”) and the Florida Public Service Commission. He has also advised clients on the development of return on equity positions in contested rate proceedings and throughout settlement negotiations.
