Dulce Fernandez has extensive work experience in the healthcare industry. Dulce started in 1999 at L.A. Care Health Plan, where they held various roles, including Senior FSR Specialist, Manager of Facility Site Review, and Senior Manager of Facility Site Review. In 2018, they became the Director of Provider Support Services before leaving the company in 2019. Since then, they have been working at IEHP as the Director and later promoted to Clinical Director of Quality Management.

Dulce Fernandez obtained their Bachelor's Degree in Bachelor of Science in Nursing from Mount Saint Mary's University from 1990 to 1994. Dulce also holds additional certifications including a Master Trainer certification from the California Department of Health Care Services and a Public Health Nurse certification from the Board Of Registered Nursing.
