Colleen Rollings P.Eng., PMP is the President of H3R Inc., a project management firm specializing in public sector projects, since January 2017. In addition to leading H3R Inc. as Principal Project Manager, Colleen serves as Chair of the Board of Commissioners for Halifax Water, deeply involved in the strategic oversight of water, wastewater, and stormwater utilities. Colleen's project management expertise extends to the IWK Health Centre, where oversight of a $7M MRI replacement project and primary patient safety system coordination were key responsibilities. Formerly, Colleen was the Director of Engineering and Construction at Heritage Gas Limited, directing significant infrastructure expansions, and has held various engineering roles across multiple companies. Colleen holds a Bachelor of Engineering Science in Civil Engineering from Western University, is a certified Project Management Professional, and has a strong commitment to mentoring engineering students at Dalhousie University.
