Roswell Encina is the Chief Communications Officer at the Library of Congress since September 2016, overseeing all communications and multimedia efforts and advising the Librarian of Congress. Prior to this role, Roswell served as the Director of Communications at Enoch Pratt Free Library and the Maryland State Library Resource Center from January 2007 to September 2016, where responsibilities included strategic planning, decision-making, and serving as the institution's spokesperson. Earlier experience includes positions as a News Writer at WJZ-TV and a Reporter at both WREG-TV and WHNT TV, with notable recognition as a two-time Emmy Award nominee. Roswell holds a Bachelor of Arts in Communications from Salisbury University and a Bachelor of Science in Marketing/Marketing Management from De La Salle University.
