Metropolitan Development and Housing Agency
Eugene Spencer currently serves as the Director of Resident Services at the Metropolitan Development and Housing Agency, a position held since May 2023. Previously, Eugene held the role of Assistant Director of Resident Services and worked as a Special Assistant at the Housing Opportunities Commission from April 2018 to June 2023, where responsibilities included managing special projects, overseeing a rental supplement program, and formulating operational metrics and long-term performance strategies. Eugene holds a Master's degree in Public Policy from the University of Maryland and pursued further education at American University from November 2020 to November 2021.
Metropolitan Development and Housing Agency
The mission of Metropolitan Development and Housing Agency is to create affordable housing opportunities, support neighborhoods, strengthen communities and help build a greater Nashville. MDHA houses more than 13,000 families primarily through public housing and Section 8. It also manages federally-funded community development and homeless assistance programs on behalf of the Metropolitan Government of Nashville. To foster urban growth, MDHA oversees 12 redevelopment districts that guide development through design and land-use zoning controls.
