Duncan Barr has a diverse work experience spanning over several decades. Duncan started their career in sales and marketing roles at BP Oil Ltd and Europa Oil Ltd in 1980. In 1987, they transitioned to IT System Support at Fuji International Finance, where they worked until 1989. From 1989 to 1993, they served as an IT Support Team Leader and Business Analyst at Barclays de Zoete Wedd. Duncan then joined Napier Computer Systems Ltd in 1994 and worked there as a Technical Services Manager until 2013. In 2014, they took on the role of IT Operations Manager at Farmlands Co-operative Society Limited. Currently, Duncan is working at Napier City Council, where they have held various roles, including Information System Manager and Manager Information Systems. Duncan is currently serving as the Chief Information Officer.

Duncan Barr has a Master of Information Technology degree and a Postgraduate Degree in Information Technology from the Eastern Institute of Technology. Prior to that, they attended Onslow College in Wellington from 1975 to 1979. Additionally, they obtained a certification in "Introduction to SFIA for Practitioners" from the SFIA Foundation in September 2022.
