Matt Herr, JD, serves as the Director for Performance & Oversight at the North Carolina Department of Health and Human Services, focusing on the Division of Mental Health, Developmental Disabilities, and Substance Use Services since October 2017. Prior roles in the department include Director for System Performance and Assistant Division Director for System Performance. Previously, Matt held the position of Policy Attorney at Disability Rights North Carolina and contributed as a Law Clerk to Chief Judge Linda McGee at the North Carolina Court of Appeals. As a Clinic Coordinator at the UNC Gillings School of Global Public Health, Matt co-authored a publication on a multi-site epidemiologic study in autism. Matt holds a Juris Doctor with Honors from the University of North Carolina School of Law and a Bachelor of Science with Honors in Psychology from Appalachian State University. Additionally, Matt has engaged in academia as a guest lecturer on topics related to disability advocacy and leadership.

The Department of Health and Human Services manages the delivery of health- and human-related services for all North Carolinians, especially our most vulnerable citizens – children, elderly, disabled and low-income families. The Department works closely with health care professionals, community leaders and advocacy groups; local, state and federal entities; and many other stakeholders to make this happen. The Department is divided into 30 divisions and offices. NCDHHS divisions and offices fall under four broad service areas - health, human services, administrative, and support functions. NCDHHS also oversees 14 facilities: developmental centers, neuro-medical treatment centers, psychiatric hospitals, alcohol and drug abuse treatment centers, and two residential programs for children.
