Previously, Marcy worked as a Safeguards Analyst at the International Atomic Energy Agency from May 2014 to May 2021, where key projects included the initiation of the Safeguards Multimedia Information Analysis & Integration Project and the development of evaluation processes for Technical Cooperation. Marcy's experience encompasses various roles in nuclear policy, arms reduction, and international security, with a foundation in research at institutions such as the Vienna Center for Disarmament and Non-Proliferation, Carnegie Moscow Center, and the Center for Strategic and International Studies. Marcy holds a Master's degree in International Security Policy from Columbia University and a Bachelor's degree in Political Science and Slavic Languages from The University of Kansas.
