Shirley Parsons has extensive work experience in diversity, equity, and inclusion as well as equal opportunity. Shirley served as the Manager of Diversity, Equity, and Inclusion and the Manager of Equal Opportunity at the Port of San Diego from 1989 onwards. Prior to that, they worked as a Pell Grant Processor at The University of Iowa from August 1987 to August 1988.

Shirley Parsons obtained their Bachelor's Degree in Liberal Arts and Sciences, General Studies and Humanities from The University of Iowa, which they attended from 1983 to 1987. Prior to their college education, they received their High School diploma from Kubasaki High School in Okinawa, Japan, where they completed their General Education studies between 1980 and 1983. In addition to their formal education, Shirley Parsons obtained a certification in "Rolling Out a Diversity and Inclusion Training Program in Your Company" from LinkedIn in April 2022.
