Howard Surloff

As Chief Legal Officer for Russell Investments, Howard Surloff oversees all legal functions globally. Howard also serves on the firm’s Management Committee. Based in New York, he joined Russell Investments in 2022 with more than three decades of legal and business operating experience. Howard has extensive experience with mergers & acquisitions, having played an instrumental role in numerous transactions. During Howard’s thirteen years at BlackRock, he held several roles including Global Chief Operating Officer of the firm’s $4 trillion iShares and Index business and Deputy General Counsel, where he oversaw a 115-person global legal team. Prior to that, Howard was Managing Director and General Counsel at Goldman Sachs Asset Management in the U.S. Most recently, he served as General Counsel for Blockchain.com.
