Steve Homer is an experienced programme and project manager with a strong background in leading transformative initiatives across various sectors, including public service and non-profit organizations. Currently serving as the Programme Manager for the Scottish Prison Service since August 2017, Steve has developed governance frameworks and established consistent project management methodologies. Previous roles include managing projects at the National Autistic Society, leading business development initiatives at PRISM Alba, and overseeing transformation reviews at Perth & Kinross Council, all contributing to substantial savings and improved operational efficiency. With a track record of successful project delivery and innovative service integration, Steve has also held leadership positions in business consultancy and collaborative public projects.
Scottish Prison Service
The Scottish Prison Service (SPS) is an Executive Agency of the Scottish Government and was first established in April 1993. Our Framework Document sets out the policy and resources framework set by Scottish Ministers within which the SPS operates. As an Executive Agency, the SPS is funded by the Scottish Government.
