Harold (Bud) Bishop's work experience began in 2008 when they served as the Executive Assistant to the Navy Commander, Europe and Africa in the US Navy until February 2010. In 2009, they joined Systems Planning and Analysis, Inc. as a Senior Operations Research Analyst, where they provided operational analysis support to various organizations such as DARPA, SCO, EUCOM, and PACOM. Prior to that, they worked as the President and General Manager at BUDCORP starting from April 2013.
Harold (Bud) Bishop completed their education from 1978 to 1981 at the United States Merchant Marine Academy, earning a degree in Deck with a field of study in Maritime Transportation. Harold (Bud) then pursued further education from 1990 to 1991 at the Navy Postgraduate School, where they obtained a Master of Science (M.S.) degree with a specialization in Logistics, Materials, and Supply Chain Management. Later, from 1997 to 1998, they attended the U.S. Naval War College, earning a Master of Arts (M.A.) degree in International Security and Strategic Studies.

SPA was founded in 1972 with three employees working primarily with the U.S. Navy, leading major technical support programs for the Strategic Systems Programs (SSP).
