Howard Fulk

Howard Fulk, Ph.D., MPA, currently serves as the Policy and Compliance Manager for the Oregon Vocational Rehabilitation since September 2015, where responsibilities include overseeing the Policy, Compliance, and Training Teams, as well as developing policies to maintain operations during the Covid pandemic. With extensive experience in policy analysis and program management across various capacities, Howard Fulk has effectively ensured compliance with federal regulations and implemented major policy initiatives supporting individuals with developmental and intellectual disabilities. Prior roles include Regional Director for Inclusion North Incorporated, Program Manager for the Idaho State Independent Living Council, and Extended Employment Services Manager for the Idaho Division of Vocational Rehabilitation, along with a notable career in the United States Air Force. Educational credentials include a Ph.D. in Education focusing on Neurological and Developmental Disabilities from the University of Idaho and a Master's in Public Administration from Boise State University, along with multiple undergraduate degrees and certifications.
